In May 2022, Kazuna Kanajiri, Executive Director of PAPS, appeared as an expert witness before the Health, Labour and Welfare Committee and made recommendations regarding issues related to child welfare and harm arising from appearances in adult video productions. As a result, in June 2024, the Act on Special Provisions Concerning Performance Contracts, etc. was enacted to prevent harm related to participation in sexually explicit video productions and to provide relief to performers, thereby contributing to the creation of a society in which individual dignity in matters of sexuality is respected.

PAPS received the 57th Social Contribution Award. The organization was highly recognized for its ongoing efforts to support victims of sexual exploitation and digital sexual violence (including image- and video-based abuse). These efforts include providing 24-hour consultation services, preserving evidence and requesting the removal of harmful content, conducting outreach activities in Kabukicho, offering multilingual support systems, and engaging in policy advocacy and public awareness initiatives. Through both direct victim support and initiatives aimed at transforming social systems, PAPS has made a significant and sustained impact.

PAPS appeared as a guest on NHK’s Close-up Gendai +, where we provided expert commentary on the issue of high “accounts receivable” debts charged by host clubs and the resulting sexual exploitation of young women. The program helped bring widespread public attention to the exploitative practices of the host club industry, contributing to growing recognition of the issue as a serious social problem and ultimately leading to legal reforms.

PAPS collaborated with Meta to launch the awareness campaign “STOP! Sextortion”, aimed at preventing sextortion on social media—where perpetrators coerce victims into sending sexual images and then demand money or additional images.

The campaign primarily shared videos on Instagram to raise awareness about the existence and risks of sextortion. It also provided information on support hotlines, practical steps victims can take, and tools to prevent the further spread of intimate images, helping to strengthen public awareness and prevention efforts.

On January 10, 2025, as a member of the Civil Project for Penal Code Reform, PAPS submitted a written request to Minister of Justice Keisuke Suzuki. During the meeting, we called for prompt relief for victims of digital sexual violence, measures to prevent secondary harm during consultations—including enhanced training for relevant officials—and stronger public awareness efforts to effectively reach young people. An exchange of views followed regarding these proposals.

PAPS works in collaboration with international IT companies, support organizations, and specialized institutions to prevent sexual exploitation and sextortion.

To address harm that spreads across borders, we engage in information sharing, joint discussions on countermeasures, and collaborative prevention and awareness campaigns. Through these international networks, PAPS advances both direct victim support and policy advocacy on a global scale.
