Mail Magazine Vol.133: “The Actual Situation, Impact, and Challenges Seen from the Consultation of the Victims of AV Performances” (One Year after the AV Law: Part 2)

It takes courage to confide in someone and consult with them about the damage caused by pornography. What can we do in the face of each person's suffering? Staff members who provide counseling and support will answer these questions in a Q&A session.

Q : Do you feel that the AV law is being followed?


Unfortunately, we have confirmed from multiple cases that the law is not being followed.


Especially in the case of individual photography, we have confirmed that the businesses (photographers) themselves either do not understand or disregard this law, or they are illegally photographing and selling their products. We have also confirmed from the consultations we receive from our clients that even major manufacturers may not be following the law.


What I want those who have been invited to perform in adult films and those who have signed a contract to perform to know:


  • If you make a promise (contract), you must be given a document explaining what kind of promise (contract) you are making.

  • You may not film for one month from the date you receive the document explaining the promise (contract).

  • You will be able to see in advance what kind of adult videos will be sold or shown on the Internet.

  • You may not sell or distribute the adult video on the Internet for four months after it was filmed.

  • If a person who was in an adult video pretends that he/she did not make a promise (contract), he/she does not have to pay you any money other than what he/she received.

  • If you pretend that the promise (contract) did not happen or if the adult video was published without following through on the promise (contract), you can stop the adult video from being sold or played on the Internet.




Q : Have there been any consultations since the AV Law came into effect?


Since the AV Law went into effect on June 23, 2022, new footage after the law went into effect has been available since late November 2022, as long as the footage complies with the one-month and four-month rules mandated by the law.


Consultation on new footage after the AV Law comes into effect will begin around January 2023.


Q : What is your opinion on the issue of the AV law?


We recognize that there are two major issues with the AV law.


One is the lack of a “right to be forgotten” provision.


The other is that it leaves open the debate about the “impotence of contracts for sexual intercourse for a consideration.


We recognize that the issue is how to connect the policy to the fact that sexual intercourse (sex) should not be bought or bound by contract. Currently, pornography continues to disseminate the act of sex production as entertainment. We will continue to appeal that there is a problem with a society in which this has become the norm.


Message from the Consultant


Please do not feel alone about the damage caused by pornography.


While we have received extensive training in responding to consultations, the damage caused by pornography is beyond the level of what an individual can handle. It would be overwhelmingly difficult to deal with the company (manufacturer or business) on your own to proceed with negotiations.


I hope that you will consult with the police or a specialized organization like Pappus about the current situation where your sexual images and videos are being spread in unexpected ways on the Internet. (Staff A)


I have dealt with counselors who suffer from digital tattoos.


AV operators will press you to film them, saying things like “you won't be exposed,” but they are well aware that AV can be a digital tattoo.


What we can see from the words spoken by the consultant is that they target young women who have no money and try to control them with money. The modus operandi is similar to that of a special scam. Many young women, children, and some men have been victimized by the deceptive tactics of “depriving them of sexual consent as long as it comes with a price.

Regarding the AV law that went into effect in 2022.


It is important that the law has been established, but it will not be effective unless people who use the law are nurtured.


PAPPUS has accumulated knowledge and improved its staff's support skills and ability to respond to the needs of the victims of pornography by providing consultation services for approximately 800 cases so far. Our consultation service receives many calls from people who say, “I'm about to be forced to perform in an adult video. What should I do? What should I do? There have even been cases in which our staff members themselves have felt in danger.


Nevertheless, we are proud of the fact that we have nurtured a number of staff members who are boldly tackling this job while avoiding danger. We have built up the strength of the organization to support them. I believe that it is precisely because of these factors that we have been able to continue working on the issue of sexual violence.
